EL PASO, TX — An El Paso man is facing murder charges after police say he shot and killed his younger brother inside a home in East El Paso, then led authorities on a chase that ended in Horizon City.

The El Paso Police Department identified the suspect as 40-year-old Jose Luis Garcia and the victim as 32-year-old Lorenzo Alba. Officers were called to the 1700 block of Charlie Smith Drive around 6:20 a.m. Monday, where they found Alba dead and began piecing together Garcia’s alleged role in the killing.

Police say Garcia fled in a red Dodge pickup truck, setting off a multiagency response across the region.

Witness accounts describe drinking, arguing and gunshots inside the house

An arrest report says a witness told investigators Garcia and Alba had been drinking and arguing through the night before the dispute turned physical. According to the witness, Garcia went upstairs while Alba headed to the kitchen. When Garcia came back down, the witness said, he was holding a rifle.

The witness said he confronted Garcia and then ran away after being told to get out of the way. Once outside, he said he heard several gunshots. When he returned, he found Alba on the floor with blood around his head and his eyes open. The witness then said Garcia asked him to come with him before fleeing in the pickup.

Police also said a neighbor’s surveillance video appears to capture the sound of gunfire during the incident.

Police say Garcia’s sister heard him confess and apologize

Investigators say a second witness, identified in the arrest report as Garcia and Alba’s sister, provided another account of what happened after the shooting. According to the report, Garcia allegedly called her and said, “I f***ing did it!… Don’t go in the f***ing house!… Sorry!”

The same report says Garcia later told her, without being specific, that he had done something bad and there was no coming back from it. Investigators wrote that he also said he had gotten a hold of “a lot of drugs” and that he was “going to end it.”

During an interview with detectives, the sister called Garcia again and put the phone on speaker. Police said they overheard a man they believe was Garcia say he had “f***ed up,” apologize, and say he was on a dirt road in Horizon.

A phone call helped detectives confirm the voice was Garcia’s

Detectives said the sister confirmed the voice on the phone was Garcia’s and told them no one else uses that number. Investigators treated that call as a key part of the case because it helped them connect the suspect to the crime scene and to the area where he was later found.

The report says Garcia’s comments about being on a dirt road in Horizon matched the direction authorities were already pursuing as they tried to locate the pickup truck. Police did not immediately say what led to the dispute, but the witness statements and phone calls gave officers a timeline that pointed from the house to Garcia’s apparent flight from the area.

By then, an alert had gone out to law enforcement agencies across the region, widening the search beyond East El Paso.

Authorities tracked the red Dodge pickup from Central El Paso to I-10 East

An El Paso Police Department officer later spotted the red Dodge pickup in Central El Paso, and Texas Department of Public Safety troopers joined the chase on Interstate 10 East near Lee Trevino. The pursuit moved through the area as officers worked to stop the vehicle and bring the suspect into custody.

Police said the chase ended around 10:30 a.m. in Horizon City near Maravillas Street and Desierto Bueno Avenue after a trooper performed a PIT maneuver. That tactic forced the vehicle to stop and allowed officers to make the arrest.

Video clips of part of the chase were also shared on social media, adding a public window into the pursuit that had already moved across several jurisdictions.

Garcia was booked on murder and evading charges with an $800,000 bond

Jail records show Garcia was booked into the El Paso County Downtown Jail on charges of murder and evading arrest or detention with a vehicle. His bond was set at $800,000, and records showed he remained in jail Tuesday afternoon.

Police said the arrest does not close the case. The El Paso Police Department said the investigation remains ongoing, even though a suspect has been taken into custody.

The case centers on a family killing, a fast-moving chase and multiple witness accounts that investigators say helped them identify Garcia and follow his movements after the shooting.
